Les formes d'appropriation de la transition énergétique par le récit territorial : le cas de la géothermie profonde dans la métropole de Strasbourg

Abstract : Energy transition public policies have led to the multiplication of deep geothermal power plant projects in Alsace. However, their emergence in a densely populated territory has generated controversies. In particular, the distribution of benefits and risks between municipalities of Strasbourg Eurometropolis is discussed. We propose a socio-discursive study of territorial narratives produced by two municipalities that appear strongly contrasted. On the one hand, Illkirch-Graffenstaden highlights a municipal voluntarism aiming at promoting its territory. On the other hand, Eckbolsheim calls for negotiations with public authorities and for the constitution of a pluralist expertise. However, each of these two discourses mobilizes specific relation and imaginary contracts with regards the residents of these two cities, varying between "lay" public and "citizen" public.
